The modern Active Shooter Response (ASR) has continually evolved since its inception approximately a decade ago. This change is necessary to continue improvement on the ASR mission. The Active Shooter Response Training Manual provides police personnel with the skills necessary to respond successfully to any active shooter situation. Using established doctrine developed by the U.S. Army, this program is designed to help create, plan, and execute ASR training at the departmental level. The methods and protocols presented are applicable across all federal, state, and local law enforcement agencies. The book begins by describing the ASR operation in the format of an operations order. It categorizes threat levels, provides guidelines for action, describes the mission statement and execution of it, and addresses assets and equipment as well as issues related to command and signal. Next, the book explores: Training principles and their utilization for developing a sound ASR training cycle Movement formations for teams and squads, and the four phases of maneuver: find, fix, finish, and follow-through Close Quarter Battle (CQB), and the principles of surprise, speed, and violence of action Skills that are necessary to become proficient in creating a list of mission tasks critical to the success of the unit Command and control issues and techniques for alleviating them Performance evaluations for each phase of the ASR mission Guidelines on selecting special equipment for the ASR mission A supplemental training video and PowerPoint ® presentation enhance the text, providing a multitiered learning experience for police agencies of any size and enabling them to adopt the principles and techniques to their own needs. He recently formed Kinetic Tactical Training Solutions LLC, a Seattle, Washington company that utilizes his unique and extensive experience in leadership, counseling/leader development, and small-unit tactics to provide consultation and training to law enforcement agencies.

The Active Shooter Response Training Manual by Scott M. Hyderkhan is about the planning, development, and implementation of an active shooter response training program. The author is retired military and much of the information is based upon U.S. Army doctrine. While the book is listed as 265 pages there are a lot of diagrams and places to write notes which is almost on every other page. Way too much empty space. This book is not heavy on text. Much of the jargon used is military and not necessarily law enforcement. Additionally, some military principles have been modified for law enforcement use.
As a former law enforcement officer I have trained with multiple federal, local, and multi-jurisdictional teams on active shooter intervention. I will say that there are a lot of agencies using old and outdated techniques that do not apply or respond well to active shooter incidents. Additionally, there are a lot of proposed changes being discussed on how to best respond to such incidents. This is a very dynamic area that is going to see significant changes in police response over the next few years.
Some of my thoughts on this book:
Pros:
+ Provides a starting point if your agency is beginning to implement an active shooter program
+ Can provide ideas to think about pertaining to implementing a program
Cons:
- Way too many blank pages and pages for notes (Wasted space that would bring the page count significantly lower)
- Recommends utilization of Airsoft weapons over Simunition rounds as a cost saver and time saver. In my opinion utilization of nonlethal training ammunition such as Simunitions is much more of an effective training tool. Yes, it is more expensive but it is also more realistic. Spend the money and do it right. Responding officers deserve this and so do the potential innocent victims.
- Not focused enough on actual active shooter scenarios and discusses tactics that are military based but not really modified for law enforcement response to an active shooter incident
Most of the information presented is actually very basic and there is really no new information or insightful information presented. This is unfortunate. For example, Chapter 3: Movement and Maneuver talks about shoot, move, and communicate. These are rudimentary skills that most departments should already teaching their officers. Hyderkhan then goes on to discuss team formations such as the "Y Formation" and the "Diamond Formation" which are really outdated techniques for an active shooter intervention. Then in Chapter 4: Close Quarter Battle he talks about surprise, speed, and violence of action. I almost get the feeling that he is forcing military TTP's into a LE environment and while they have similarities they are not the same.
Overall Assessment
The Active Shooter Response Training Manual by Scott M. Hyderkhan is a disappointing letdown for me. It is "implementation" focused and not really about the officers who are responding to active shooter incidents. This is a book for pencil pushers who need to develop a "product"; it is not for operators who are on the front lines and taking all of the risks.
Skip this book unless you are a pencil pusher administrator that is so far removed from the field that you forgot what it is like to go into harms way yet you have the highest expectations of your officers...until they mess up...because you failed to provide necessary resources and training!
If you are an officer look for a different resource as you won't find what you are looking for in this book.
